Once it's activated overall, then you can find the individual config per game by going to your Game Library, picking the game you want to interact with (FS, in this case), looking all the way over to the right for the Links header, and then at the bottom Controller Configuration should be there. Specifically, you can play all characters in online casual play, online ranked play, offline practice mode, and offline single match mode against AI completely free. It's *possible* that something here might be messing with you, if you have a really weird config saved for FS specifically.
